Arguments
<NR3> is a floating point number that specifies the high reference level, ranging
from 0 to 100%. The default high reference level is 90%.
Examples
MEASUREMENT:REFLEVEL:PERCENT:HIGH95 sets the high reference level to
95% of HIGH.
MEASUREMENT:REFLEVEL:PERCENT:HIGH? might return
